Today there are more borders and more migration than ever before in human history, and yet it is apparently still not clear what fundamental role this plays in society. This is partly because both phenomena can no longer be defined strictly on the basis of geographical divisions between nation states. It seems that displacement and migration now occur in every aspect of society, in part because borders are the same way. That borders and migration are increasing so extensively and visibly forces us to reconsider their structural place in society and politics. What is needed, then, is a new political theory that takes the predominance of borders and migration as its starting point rather than treating them longer as exceptions in the normative rulebook of state and citizen.

Thomas Nail is Associate Professor of Philosophy at the University of Denver and has most recently published the books The Figure of the Migrant (2015) and Theory of the Border (2016).
