Although the omicron wave is still sweeping all of Germany and virtually all of Hesse is a major hotspot, as of Monday, 07. February, some relaxations by one of the Hessian state government decided changes to the coronavirus protection regulation. The most important relaxation is the abolition of the 2G regulation in the entire retail sector. However, this is also accompanied by a small tightening: from Monday, an FFP2 mask must be worn everywhere when shopping: "With this, we are enabling more freedom, while at the same time protecting people through clear specifications," said Minister President Volker Bouffier. Further changes concern large events, about which especially soccer fans may be pleased.

About the planned changes Bouffier had already made a statement in the Hessian state parliament on Wednesday and stressed, for the areas of retail and large events there had been no satisfactory solution in the last Minister President Conference. "I welcome it all the more that the states have now agreed on uniform regulations for events. I am convinced that this will increase the comprehensibility and acceptance of the measures. With the new uniform rule for public events, we also improve the situation within the industry and counteract the existential worries of many creative artists and amateur and professional sports clubs," said the head of government.

Regulations for major events

In the future, up to 50 percent of the seats at large outdoor events may be occupied - but no more than 10.000 spectators or participants. Indoor events will be limited to a maximum of 30 percent occupancy and up to 4,000 spectators. The percentage limits take effect indoors and outdoors from the 250th seat. That means the first 250 seats can be filled to capacity. "This is important so that even smaller events have a perspective," he said. Participation is still only possible for vaccinated and recovered, indoors from 10 participants and outdoors from 250 participants the 2-G plus rule takes effect.

Regulations at retail

In Hesse's retail sector, on the other hand, the 2G rule will be lifted completely - as has already happened in several other German states. "This provides clarity," the premier said. "We now no longer differentiate between basic needs and the rest of the retail sector, but treat these areas the same. In particular, this eliminates the need for costly access controls. At the same time, we are increasing customer protection by making it mandatory to wear an FFP2 mask from the age of 16, in all stores throughout Hesse, including supermarkets," the Minister President explained. Bouffier emphasized that the pandemic is not over yet. He added that the protection of citizens remains the top priority. "The decisive factor for us is always the criterion of not overburdening our healthcare system. Currently, this is not the case in Hesse," said the head of government.

Repeal of the hotspot regulation.

With the changes, the hotspot regulation will also be dropped. The reason for this is that the situation at the clinics is currently "manageable". The Hotspot regulation took effect so far in all cities and districts with an incidence over 350. This value is at present in completely Hessen sometimes very far exceeded.

The meanwhile prevailing Omikron variant is clearly more infectious and the infection numbers accordingly higher. At the same time, fewer infected people became so severely ill that they had to be treated in an intensive care unit. "That's why we can lift the hotspot regulation. This eliminates, for example, the mask requirement in pedestrian zones and the ban on alcohol consumption in crowded places," Bouffier said. Prostitution sites are also allowed to reopen with 2G-plus rule, contact data collection and distance and hygiene concept.

2G-Plus for indoor spaces nationwide and incidence-independent

At the same time - because of the high risk of infection - the 2G-Plus rule for indoor rooms now applies nationwide and is incidence-independent. At events with more than 10 attendees, movie theaters, restaurants and indoor sports, all guests, participants and spectators must comply with the 2G-Plus rule. "We must continue to remain cautious and prudent and carefully weigh our steps to hopefully gradually contain the pandemic and get a little closer to normality again," the head of the Hessian government concluded.

Should the hospitalization incidence in Hesse rise above the value of 9 or 400 intensive care beds be occupied, the state government will discuss further steps to ensure that the health system is not overloaded. Currently, the hospitalization incidence in Hesse is 6.93, with 216 intensive care beds occupied.

In conclusion, Minister President Volker Bouffier once again emphasized the importance of vaccination, saying, "Vaccination still provides the best protection against severe courses of disease."

The 2G rule in retail is repealed. Instead, the requirement to wear an FFP2 mask will apply to everyone over the age of 15 in all retail settings, including supermarkets, drugstores, and the like.

For children and adolescents, the following applies as before: children under the age of six have no mask obligation; up to and including the age of 15, the medical mask is mandatory; from the age of 16, the FFP2 mask is mandatory.

The incidence-based hotspot rules will be repealed. Instead, the stipulation of 2GPlus indoors
